Add Option to Require Close Notes for Dispatches

We are wanting it to be an option to require closing notes before being able to close/complete a dispatch. Currently, there's a way to add dispatch questions, but it doesn't seem to block them from just closing and completing the dispatch. The requirement of adding closing notes would be similar to SNOW. It also allows ways to look back on dispatches to look at previous notes to have a starting point.
