10.16.24 MTBF Calculation Updates

Next week we'll be updating the MTBF calculation on the MTBF/MTTR Report.

The new calculation will use the (Available Time - Downtime) / # Down Dispatches. Currently we are using the Total Time.

*Available Time is either the Production Available Time if using the Production Module OR the Resource Shift if using only Maintenance & Dispatch.
